By July 1, 1983, every stretch of water in every state is to be suitable for recreational contact (i. e. swimming) and for the protection and propagation of fish and wildlife. Throughout America, the very best waste control and treatment measures that have been or are capable of being economically achieved must be used.
By 1985, the national goal will be “No Pollution.” Discharging of all pollutants is to be eliminated.
ONE MIGHT say that these goals and dates are a long way off. But when you consider that a progress report must be published next year, it behooves all of us to make some progress now in the direction of clean water. After all, we have already had 18 months to get started since the Pollution Control Act took effect.
