The law permits “John Q. Public” to bring suit against any person or corporation allegedly violating an effluent limitation, or against the Administrator of EPA if he fails to carry out his duties enforcing cleanup. But legal action can be expensive and time consuming, and is not always the best way to penalize the polluter.
A simpler, and perhaps more effective way to end water pollution is for each and every one of us right here in Rappahannock County to notify our state or national authorities of any suspected violators, and to ask suspected polluters, whether they are commercial enterprizes, farm feedlots, orchards, or private residents, what they are doing to improve their harmful practices.
