however, from $5,504,384 this year to $10,996,709 in 1974-75 as a result of a larger apportionment from the federal Highway Trust Fund. The Federal apportionment includes additional funds to aid the state’s safety improvement program on the secondary system.
VIRGINIA’S state secondary road system consists of the local roads in 93 counties and the City of Suffolk. The other two counties, Arlington and Henrico, maintain and improve their own secondary roads, and receive direct payments from the state for that purpose. The total funds are distributed among the counties take into account such factors as land area, population, road mileage, vehicle miles of travel, and road needs.
