IF THE legislature agrees to his proposals for budget reductions, there will be additional appropriations which the Governor is recommending. Most of these funds would go to construction of prison facilities and additional personnel, including guards for the penal institutions. I agree with most of Governor Godwin’s recommendations and I agree that the need for additional prison facilities, guards and better administration in the corrections field is urgently needed and justifies additional funds at this time.
