Colonel Burgess was emphatic in calling attention to the fact Virginia law requires that all conventional belts and harnesses must pass inspection as to belt condition, buckle condition and attachment. In addition, Virginia law requires inspection of belts and harnesses installed in connection with interlock and warning systems, even though inspection is not required to extend to such systems.□
