It is designed to pay weekly benefits to working people who are out of a job without the protection of unemployment insurance. “Unemployment insurance is a true insurance program, an earned fringe benefit. To qualify, a person must have worked for an employer who pays the unemployment insurance tax and the worker must have had specified minimum amounts of earnings to be eligible for benefits," Heartwell explained. "SLA is to fill in the gaps in unemployment insurance coverage during the current recession."
THE MAJOR categories of workers who aren’t protected by unemployment insurance are most state and all local government employes and farm and domestic workers. Workers in these categories may be eligible for SLA benefits. Persons who are wholly self-employed cannot qualify for SLA.
(All state employes came under the unemployment insurance program effective January 1, 1975, but have not been covered by the program long enough to have sufficient earnings to qualify for benefits.)
