. REP. J. Kenneth Robinson introduced bills in Congress yesterday to provide tax breaks for small investors and for householders making energy-conserving improvements to their homes. The bills are similar to ones Robinson sponsored in the past Congress.
“I believe the legislative climate now is favorable for measures to help increase the flow of capital for business expansion and to reward significant energysaving efforts,” Robinson commented.
