TO A question about pollution control, Hess replied that he thought neighborhood controls were the most effective. Kilpatrick disagreed. “Jack believes in the state,” said Hess. “I believe in the neighborhood. There will be no end to pollution because of state and federal regulations...”
Hess wound up with a flurry of extremist statements that seemed to chill the audience— certainly the more “conservative” members of the audience.
