Hiram Zigler of the state Farm Bureau’s professional staff, was the principal explainer at the meeting, and he gave every indication of being convinced that agricultural districts would be a good thing for Virginia farmers. He’d been among a Virginia delegatiQn which went to New York State to get firsthand information on how agricultural districts have worked out there, and he liked what he saw.
