No wonder the developers and speculators can keep pecking away, chipping away a farm in Fauquier, a mountainside in Warren, a creek bottom in Page, a pasture in Frederick. With the people on “the other side” so confused and at odds about such basic questions as unnecessary superhighways to nowhere, the developers can’t lose. □
