IT’S an interesting theory. Wonder why it hasn’t lowered the tax rate in, say, New York City or New Jersey, or solved the problems of Fairfax County, Va., or Detroit, Mich.? If industrialization, whether heavy or “light and clean,” is the answer, then why have industrialized areas led all others recently in unemployment and misery? Why have such nearby industrialized areas as Winchester, Front Royal and Culpeper surpassed such agricultural areas as Rappahannock in unemployment and welfare payments?
