Although the tour was described as “cosmetic” by Kenneth Oestrich, physical planner for the Rappahannock-Rapidan Planning District Commission, he did say it could be a first step in the preservation of the area’s open spaces and historical landmarks. He said that the commission’s major concern is to advise local officials chi how to protect these landmarks, and will help them in every way they can to do this.—Tom Hill □
