Halloween presents a pedestrian safety problem because many young people will be out after dark, trickor-treating. More than half of all pedestrian fatalities occur during hours of darkness and 25 per cent of the pedestrians killed are under 15 years of age.
“The behavior of youngsters at Halloween is unpredictable and requires extra caution by motorists,” according to John T. Hanna, director, Highway Safety Division of Virginia. “Motorists can help to make this a safe Halloween by avoiding highly populated areas whenever possible. They should turn their headlights on earlier, drive at a lower rate of speed than usual and watch out for children running from between parked cars,” Hanna said.
