THE House of Delegates is now in the final week of considering bills which have been introduced in the House and which have been favorably acted upon by the committees. Monday, February 23, is the last day the House can vote on bills introduced in the House, except for the budget bill, and after that date the House will be considering bills passed by the Senate unless the Senate sends back House bills with Senate amendments which must be accepted or rejected by the House.
Quality education and the means for financing it are always of crucial importance. The State Board of Education is directed under the state constitution to establish standards of quality for the public schools subject to revision by the General Assembly. Every two years since the adoption of the new constitution the legislature has passed a law establishing standards of quality, usually based in large part upon the standards recommended by the State Board of Education.
