The standards also set out a minimum number of teaching personnel to be employed based on enrollment and include other standards for which funds are provided by the state and the localities in accordance with the state budget act.

THE formula contained in the budget bill for the financing of public schools fixes the state and local division of most public school costs. The present formula, adopted in 1974, is a substantial improvement over the prior formula because now relative taxable wealth of the localities is calculated 50 percent on real estate, 40 percent on income, 10 percent on retail sales as opposed to the old formula which based the localities’ ability to pay entirely upon real estate values. The formula attempts to provide a greater percentage of state support to the localities with less than the statewide average of locally taxable resources.

I am proposing an amendment to the budget bill which will take into account the assessable values under the land use tax, if used in a county, rather than the true value which may provide some relief to rural counties which are almost wholly dependent on the real estate tax. If the amendment is adopted it would not be effective until 1978 because of the lack of adequate information at the present time to make the formula computations.
