Instead of a regional system, the engineers recommend upgrading an overloaded Town of Orange system, and building a new facility to serve an overloaded Woodberry Forest School plant.

Conventional treatment would be sufficient, says the engineers’ report, because of “the assimilative capacity of the Rapidan River.” Concluded the report: “Due to the sparse development in both Orange and Madison Counties, it is not economically feasible to provide service to large areas in either county at this time.”
