BZA member H. L. Manwaring asked if there would be any savings in the trash contract if the county owned the landfill, and was told again by Luke that “just the opposite was true”; the contract with Community Trash is $10,000 less if the county does not own the site. (Mrs. Updike has told a Rappahannock News reporter that the figures on the contract were mistakenly reversed; but when the bids were opened in August she decided they had to live with the mistake. Community Trash was awarded the contract as low bidder.)
Mears asked Luke on what grounds other than availability of the site did the Supervisors support the site. He replied that two soil scientists from VPI had visited the site and while there was “not 100 percent feasibility.. .my position and the Board of Supervisors’ position is to solve a problem... this property is available and on the surface looked suitable” said Luke.
