Harry Byrd believes that government should be responsive to the people; he also believes there is a distinct difference between helpful government leadership and disruptive government interference. To help reduce the mushrooming cost and power of the federal bureaucracy and make the government more responsive to the real desires of the people, Senator Byrd has introduced legislation requiring periodic review of more than 1000 federal agencies— and the elimination of those agencies that cannot justify their costs or their actions.
