ACCORDING to Division Director of Solid Waste Management and Vector Control R.H. Foreman, an evaluation by him of property recently turned down by the Rappahannock Board of Zoning Appeals as a possible landfill site “may show it to be much better than anticipated.”
In response to Foreman’s assertions, the Rappahannock Board of Supervisors began action at their meeting last Thursday to bypass the Zoning Appeals Board’s refusal to grant a special use permit for the property. The Supervisors agreed to recess their regular meeting to a January 14 work session at which time they will begin formulating a proposed amendment to the county’s zoning ordinance for establishing a sanitary landfill and issuing conditional special use permits.
Supervisor Chairman Pete Luke reported that he had received no mail from the Zoning Appeals Board and only knew what he had read in the papers—that the Zoning Board had refused to issue a special use permit to Ruth and E.B. Updike’s Community Trash Service to operate a landfill on property outside of Sperryvil’o, and had, instead, decided to pass the whole problem back to the Supervisors.
Luke maintained that the special use permit would only have allowed Foreman, “the man supposed to make the decision in the first place,” to conduct the required tests on the property to determine its suitability for a landfill. After the special use permit was denied, Luke said the Updikes contracted personally for Foreman to evaluate the site on Route 522.
