The third soil study was made in the middle of a deep ravipe. In hole three, Foreman found two to three feet of top soil, then a sandy clay loam five to six feet deep followed by the same parent material as in holes one and two. The third soil study hole was excavated to 18 feet and “no signs of water were present.”
In regard to the VPI soil expert’s examination of the property, Foreman concluded that “previous soil studies...were ofageneralnature and a soil hand auger was the tool used. Hand augers are not as reliable as a backhoe study from an engineering standpoint, so often can be misleading.”
AS A result of Foreman’s findings, the Updikes applied to the Supervisors for a special use permit to operate a sanitary landfill. “This is the site the state man has deemed suitable,” said Luke, in favor of the Updikes’ request.
The Board of Zoning Appeals told the Supervisors to find another site but the job is not that easy, maintained Luke. He said
