Moving all county offices would free space for the General District and Juvenile and Domestic court clerk, judges chambers, witness waiting rooms and “alleged offended holding rooms,” but would not allow for a second courtroom or the relocation of the clerk’s office.
Construction of an annex, the second alternative, could be planned to link the Court House and clerk’s office and could be built to provide additional space for non-court related county offices, depending upon the need and budget constraints. “Objections of local and state historical societies would no doubt have to be addressed,” the report noted.
The third and most expensive alternative presented in the report is to remove the courts entirely from the two existing facilities and construct a new courthouse at a remote site. In addition to the cost problem, an alternative use would have to be found for the old courthouse, if the county opted for this solution.
In conclusion, the report favored the construction of a two-story addition, linked to the existing facility by a lobby, stairtower and elevator block. A basement under the addition could provide for storage and future expansion. The first floor could have workspace and public desks for both the circuit clerk and the general district, juvenile and domestic clerk.
Both offices would have direct access to the basement. The ground floor of the existing facility could then be used for non-court related activities.
The second floor of the addition could house a non-jury conference room, judges chambers, holding and witness waiting rooms, attorney/client conference room and space for a secretary/court reporter.
POTENTIAL problems with the addition as proposed will include the location of the judicial chambers and the jury deliberation rooms. These rooms will have access only through the large courtroom and expensive, major architectural revisions would provide the only solution. The separation of the two courtrooms will also require two “holding areas.”
