THE long-term solution to the lack of space at the Rappahannock County Court House would be a new two-story addition with a basement, according to the study received from the University of Illinois National Clearing House for Criminal Justice Planning. After examining the existing facility and estimating future case load levels, the architects estimated that 2,130 to 3,708 additional square feet of space will be needed to meet court needs.
The case load in General District Court was 841 in 1975. The report estimated that this would jump to between 1,238 and 1,855 by 1996. Circuit Court’s case load averaged approximately 172 between 1972 and 1975 and is expected to increase to between 121 and 162 by 1996. To handle the expected increase and to correct existing lack of space, the report calls for the addition of several extra rooms.
While finding the single large jury courtroom “sufficient to handle trial proceedings of the Circuit Court in the foreseeable future,” the report suggested that any plan for improvements include an elevator and second exit staircase. Also, the county should have a non-jury courtroom with seating for 15 to 30 spectators for bench trials, juvenile hearings and motions, totaling 600 to 800 square ^et.
'Air attorney/client conference room of 100 to 150 square feet should be provided for private conferences, according to the report, and if properly located, could double as a witness waiting room or even short term holding room.
