Rappahannock Planners have objected to the standard zoning maps that are part of most comprehensive plans, calling the documents that detail where future development will take place “blue prints for growth.” Further, the Planners have worried over designating future growth areas on a map since the courts have repeatedly ruled that localities must provide services if growth is planned—even if it occurs prematurely.
On Friday, Plavnick told the Planners that Virginia's courts "are starting to look at what you put in writing,” at the text of comprehensive plans, rather than basing decisions solely on maps. “I don’t think it’s necessary to definitively draw everything...Your policies are much more important than what you draw,” he claimed.
