For the last four years, he served as executive director for a counseling center in Seaford, Del., a small rural community similar to Rappahannock. The Turn About Counseling Center there provided psychiatric evaluations, psychotherapy, parent effectiveness training and a developmental learning program.
At the Center, McGarvey was responsible for the training and supervision of psychiatrists, psychiatric nurses, social workers and rehabilitation counselors, paraprofessionals and graduate students.
In addition, he also handled mental health consultation and education for six school districts, four police departments, the courts, eight state agencies, a hospital and several service organizations.
