“Many of these kids are going to amount to nothing.”
That was the reaction from one of the school board members to provisions for expansion of the county’s special education program contained in the sixyear plan for Rappahannock schools.
The board members flew into a harangue against state mandates for special education at the close of Tuesdays budget meeting. Walter Masterson, Arthlinda Quaintance, Beverly Massie and Alan Stokes joined together to bemoan the lack of attention paid to “average” children.
The jump in participation in special education programs from 19 students last year to 87 this year prompted the outcry. Mrs. Quaintance was particularly outraged against what she saw as a waste of money on children who would never be contributing members of society.
“The plain little average child needs help. With some extra attention, they can achieve above average...They’re the ones who are going to earn their own living and support these others,” she stated, in an apparent representation of the board’s majority view.
