It s true that the schools are being ordered to shoulder some responsibilities that could be handled better through social services or public health. Providing physical therapy for twoyear-olds, for instance, shouldn’t be the province of the schools.
But teaching a child how to cope with a reading impairment is a long way from physical therapy. If the school board’s resistance to special education mandates is directed towards being forced to provide therapy programs for physically handicapped students and pre-schoolers, then that resistance has been misstated.
On the other hand, maybe concern for the poor average student is justified. After all, as one school board observer put it, “State and federal mandates take care of the geniuses and the kids at the bottom of the scale. The ones in the middle are left to the mercy of the board.”
