LEGISLATION WHICH Sen. Nathan Miller (R-Harrisonburg) said would have save* localities millions of dollars by freezing state mandated pupil/teacher ratios has died in a House committee.
The House Education Committee last week voted 16-3 to kill Miller’s proposal which woulc have halted a state mandate to lower class sizes in grades one through three to 22 by 1963. Miller, who introduced the legislation at the request of Gov. John N. Dalton, wanted to freeze the pupil/teacher ratio at 26 to one as a cost saving measure for localities. The cost to localities for reducing class sizes in the early grades by steps through 1963 has been estimated at $20.9 million statewide.
