children in special education programs will end up as society ’s burdens?
The facts are that the overwhelming majority of Rappahannock’s special education students are those same “plain little average” children the board is so concerned about ignoring.
Only 17 students in the programs are classified as retarded. Realistically, some of these 17 may need public assistance later in life. But some won’t. Some will be able to support themselves, leading normal lives despite handicaps, thanks to the special education programs, mandated by the state, that seem so distasteful to the school board.
The rest of the 87 special education students in the speech and learning disabilities classes have average to slightly above-average intelligence. They go to special programs a few hours a week to enable them to learn how to overcome their handicaps. For the balance of the school week, they at
