In addition to the time limit, other conditions set by the BZA restricted the landfill to private use for disposal of Rappahannock trash only. It was also stipulated that waste disposal operations were to meet state approval.
In issuing the special use permit for only 30 months, the BZA members were apparently influenced by adjoining landowners, including national columnist James J. Kilpatrick. In a letter endorsed by all but one of the landowners contingent to the Clark property, Kilpatrick wrote that he would not object if landfill operations were restricted, carefully monitored and allowed for only a 30-month period. ‘‘Rappahannock trash must be disposed of somewhere and if we put up with the nuisance now perhaps others may be agreeable toward sharing the obligation in the future,” Kilpatrick wrote.
John Schafer, the one contiguous landowner who did not sign the petition favoring use of the site, requested that the BZA issue the special use permit for the limited term proposed. “I think you’ll have some real
