“Shocked" by the discovery of a serious omission in the county's zoning ordinance, the Rappahannock planning commissioners at their June 18 meeting hammered out a proposed amendment to the section covering residential subdivisions. Commissioner Newbill Miller noted that the zoning ordinance's residential subdivision district (RS-1) doesn’t list uses permitted by right or uses permitted by special permit, regulations which are included for the rest of the county's zoning districts. According to Miller, he first became aware of the handling of a variance request from the Nationwide Pentecostal Evangelistic Association. "I've reviewed this thing and it's the first time I've picked this up." he maintained. Pete Estes. BZA representative on the planning commission, said it was "quite a shock" when his board discovered the omission. “Yes. it was quite a shcok to me, too." Miller agreed, adding that the discovery supported his oft repeated contention that laws are too complicated for laymen to write.
