The issue was left with Mr. Reynolds promising to draft new language that will allow one nonresident, including some wording that the ARB should consider those with similar qualifications (planning, architecture, etc.).
Special meetings
The ARB has held two special meetings in recent months, most recently to address possible violations of the Byrd Jones house Certificate of Appropriateness. As a result of criticism about the special meetings, tiie work session group addressed the question of when and how special meetings should be called.
Mr. Reynolds pointed out that the ARB should not call meetings because of apparent violations. The correct procedure, he said, is that the Zoning Administrator (for the town, John McCarthy) should issue a Stop Work Order if needed.
Because of that procedure, he said, Your Certificates of Appropriateness should be extremely detailed.”
The work session group decided that either the ARB chainnan or a majority of its members ought to be allowed to call special meetings, but decided to add “discouraging language” as well.
Also, the group’s consensus was that notice of special meetings should be published in the newspaper a week in advance.
