There was considerable discussion of audits and cellular telephone bills, but eventually the Board of Supervisors on Tuesday approved a set of guidelines for. reimbursing fire and rescue squads for their operating expenses out of the fire levy and appointed a board to review the’bills.

Hampton District representative Mike Massie suggested in the future the county should consider only reimbursing 75 or 80 percent of operating expenses as opposed to 100 percent. :

“It’s human nature,” he said, “if somebody else is paying the bills there is no inceptive to not spend money.” ;<

Richie Burke, who was representing the Fire and Rescue Association, said his experience with the Sperryville Fire Department caused him to believe “most departments are very frugal, whether it is tax money or money from the public.” „

Mr. Burke said he had talked with cellular phone com4 panies and found they would apply the state contract ratd for phone usage to fire and rescue companies only if a sin4 gle bill could go directly to the county. He said that would
