The commission chairman, however, admitted that this is not enough.
“We have to increase state support of Virginia colleges and universities,” he said. “Students need state government to resume its commitment to pay an appropriate share of the costs of higher education.”
For the 1995-96 academic year, Virginia ranks in 43rd place among states in per-student state support for higher education. Tuition and fees for state universities like James Madison, Virginia State and Longwood are second highest in the nation. Such research universities ^ the University of Virginia are eighth highest.
“The commission believes that it is time to roll back these fees,” Sen. Chichester said. .
Tn addition to funding, the commission discussed tenure among college professors.
The report states that beginning with the board of visitors, Virginia’s colleges and universities must become more "business-like” about tenure. The report calls for institutional wide policies and general criteria for the application of tenure-track agreements with faculty.
“If the job is not being done satisfactorily the incumbent must be replaced,” Sen. Chischester said. “Academia cannot be exempted.”
This thinking resembles that of Beverly Sgro, secretary of education, who just a few weeks ago recommended reviews every three years.
