The WSA vote requires a 60-day list of all the hours worked by each employee with an indication of where they are working and what procedure they are performing.
WSA member Richard Smith said he was surprised that Ms. Chabot’s request came when it did because since June she has not had to work on the elementary school’s sewer system because it has not been discharging. She has had to treat wells at both schools and at the School Board office according to her records.
Ms. Chabot suggested the WSA could probably charge the Town of Washington and the school system more to recover part of the costs of additional hours for a third employee.
Members agreed they would not consider giving raises before the start of the next budget year, but they may need to increase the hours of the parttime employee to keep from falling further behind in maintenance.
The authority agreed to accept the bid of John Orr of Meridian Engineering in Warrenton for the design work on the project. The WSA agreed to award a contract for bond counsel after getting further information on costs.
Member Charles K. “Pete” Estes said it would be possible to limit the flow into the system during rains with the equipment already at the plant. Member Carson Johnson had suggested at the earlier meeting in December that this be done as a means of determining where the infiltration and inflow problems are coming from. Mr. Estes said Mr. Johnson should agree to sign the log book indicating the test was being done at his request. “You can stand there and watch us do it,” Mr. Estes said.
Mr. Estes said he was not sure if the pipes in the system could take the pressure of such a test. Other members were concerned about what would happen to sewage blocked out of the plant during such a test. The . WSA made no decision on conduct-' ing such a test.
