governor’s budget, Rappahannock County will see a dramatic decrease in state funding for education because of the increase in the local composite index. The index will also be used to' require a much greater county contribution/or the Health Department.
"Sen. Saslaw said the state needs a commission bn state revenue similar to one chaired by Carrington Williams in the 1970s. “We’ve become an urban state, but we have a rural tax structure,” Sen. Saslaw said. “The pie is not big enough,” he added.
He said only four states Mississippi, South Dakota, Tennessee and New Hampshire — have a lower tax structure than* Virginia.
He said all the road money in the state can not make a dent in Northern Virginia's transportation needs.
