Audits
Mike Massie, Hampton District’s representative on the Board of Supervisors was quite right to say that the-funds of the county’s fire and rescue companies should be audited.
According to County Administrator John McCarthy the funds the county spends on operating expenses of the companies will automatically be part of the county ’s audit. The system in place before the operating expenses are paid back with taxpayer funds will guarantee that the costs have indeed been paid by the companies. However, taxpayers and patrons of the companies need assurance that funds , are not being wasted.
Saying that the books are open, when the books may be nothing more than the checking account used by the current treasurer, is inadequate.
These companies have provided invaluable service to the people of Rappahannock County. The number of hours put in by volunteers in training and service are almost beyond comprehension.
However, as the companies become more and more dependent on the taxpayers for funds, they need to realize they can no longer operate as private clubs. The public will expect to have a say on everything from whether electricity is being wasted to the charge for the use of the fire hall.
Part of the operating expenses the guidelines expect the county to pick up is the cost of audits. The companies should arrange to have these audits done.
