Maj. Jim Fox of the Henrico Police Department said when he joined the force 24 years ago he was taught not to get involved in family matters.
“When we talk about the increase in crime in this country we talk about the family,” Maj. Fox said. “We just can’t go and make an arrest .... When you start someone into the system, you have to make sure that system works.”
Sen. Janet D. Howell, D-Reston, chairwoman of the commission, said the group has made real progress toward its goal of preventing family violence.
“One of the greatest tragedies in our society is family violence,” Sen. Howell said.
Attorney General James S. Gilmore III, another key supporter of the proposed legislation, pushed consistently throughout the past year for mandatory arrests.
