There is much talk about waste fulness. which at one time -several years ago- -amounted to a full blown scandal. Unification is still not what it was supposed to be when the uni fication act was passed a decade ago. And there is growing emphasis on new and modern and more power ful weapons, as opposed to higher manpower totals. A streamlined de fense establishment actually unified thoroughly, could eliminate much duplication and reduct the number of both civilian employ -»; and mili tary personnel now requir d to carry on the work of the services.
