2. Alter March 1, 1952, no license shall be issued by the Treasurer of Rappahannock County or his agent for any dog unless there is presented to said Treasurer or his agent at the time application for license is made, a Veterinarian’s certificate or written affidavit by the owner or other person that said dog has been effectively inoculated or vaccinated against rabies.
3. Vaccine for the inoculation or vaccination required shall be furbished at cost by the County of Rappahannock and is to be distributed by the Local Health Department and the County Agent for use in such clinics as may be arranged by said Locals Health Department or the County Agent. !
