Most of the jails serve only two meals a day and children are given the same fare as adults. Fresh milk and vegetables are rarities; the needs of children who require a special are ignored. Skimpy, illprepared, poorly balanced meals may not be a serious problem for children detained overnight, but for the 26 percent who are jailed for a week to as much as three months, or more, this kind of neglect has serious consequences.
In most jails a separate section, or separate cell, is reserved for children, but usually it is badly situated so that youngsters can see, or hear, the adult prisoners. When the jails are crowded children are confined in the same cell block with adnlts. Daily, while being confined in the jails a great many children are exposed to hardened criminals, prostitutes, the depraved and the drug addicted. The effect on youngsters exposed to these experiences is uncalculable.”
The conclusions and recommendations of this survey were, “That a detention home should be available to every child who requires secure custody. That we are dealing with an emergency that must be met now and can be met only by immediate, although not ideal measures; it cannot be met by a program that consists solely on long range planning.”
