In making his allotment pro. clamation, Secretary Benson stated that: “The long range interest of agriculture and the national economy will best be served when - we can have less—and not more— government regulation and control.” He added, however, that under present conditions “we have no immediate choice. With approximately a two-years’ supply of wheat expected to be on hand ■ when this year’s crop is harvested, there is no question at all about the requirement for marketing quotas and the establishment of a national wheat acreage allotment at the level prescribed by law.’*
Referring to the cross-compliance, requirement, making it necessary for the farmer to stay within all acreage allotments established for his farm to be eligible for price support, the Secretary said: “Neither is there any question about the need to require cross-compliance with established acreage allotments. It does not make sense to encourage the build~ing of new problems through the unwise shifting of acres from one surplus crop to another.”
In the referendum conducted a v year ago, fanners approved marketing quotas by an 87 percent majority. BV a special Act of Congress the national 1954 acreage allotment was 62 million acres. The 1955 national wheat allotment is 55 million acres which is
