Now we face additional big losses from wheat surpluses which have accumulated because the acreage reduction law was not enforced as .we gradually lost our foreign markets. __,_The
bill which I supported in the Senate eliminated the unwork— •able plan for supporting perishables and permitted a reduction to as lour as 80 percent for wheat. It made no change in the 90 percent support for tobacco, on w'hich there has been no loss because production has been kept in line with market demands. It also provided 90 percent support for wool, of which wre produce only one-third of our domestic needs. Next year cotton will be supported at 90 per cent and that support level can be continued if production Ts properly controlled. Peanuts will be supported for another two years at not less than 86 percent of parity. In general, the bill provides that supports can continue at 90 percent but only if farmers are willing to cooperate by producing to meet market demands instead of for sale to the government. If they prefer to produce without the restriction of acreage allotments and marketing quotas they can do so, but should not look to the government to guarantee them against losses.
This, I believe, is in keeping wn’th Jefferson’s principles and a step in the direction of returning agriculture to the free state It— should enjoy except under war - emergency conditions. _
