I do not knt>w what the administration policy is in Indochina ; I do not think anybody ~~kno ws; Ithinkitis in process of formation. The Vice President in an off-the-recOrd speech indicated that we would have to go to war. The Speaker of this House said, “No,*we would not”; that all that was needed there was domestic Jroops. The Secretary of State seems to have been talking a great deal lately about the circumstances under which we would go to war in Indochina. So I do not know what the policy really is. With all due respect, it seems to be one that changes from week to week, from day to day, and from hour to hour. War in Indochina is: a responsibility that belongs to this Congress, and while we are saying that we are not going to allow money to be spent on a certain kind of peace trea$ or nations that adopt that peace treaty, I propose that we also say that we will not permit money to be spent on a war until this Congress declares it or permits the use of combat troops.
