It supported it with tables, charts and testimony. All of that is now defunct, and this proposal is now, without any evisometime, some day, we are going" to formulate a policy in Indochina, and the Congress gives the money in advance in approval of it. I think that is bad policy to surrender the power of this Congress over the purse and over appropriations.
