On page 13, line 17, after "Presidentstrike out the remainder of line 17 and all of lines 18, through line 24, the word “addition’ in line 25. ,

And on page 14, line 7, after the word "1955", strike out the balance of line 7 and all of line 8.

Mr. HARRISON of Virginia. Mr. Chairman, the purpose or this amendment is to strike out the authorization of $800 million for Indochina. This bill, as reported by the committee, in reauthorizaton and in new money, provides for Indochina $2,200,000,000. The effect of this amendment would be to reduce that to $1,400000,000.

Mr. Chairman, when we speak of flexiblity, of which we have heard a great deal today, we should recognize that never before in any of this sort of legislation hasv such absolute power, such flexibility, been given to the executive branch as in this provision dealing with Indochiha.
