sents an unwarranted effort by the Secretary of Labor to exercise a substantial measure of oppressive control over seasonal agricultural employment in the United States on a contrived and tenuous statutory basis without a shadow of specific legislative authority. There is in fact, no shred of evidence of any Congressional intent—past or present_that the Labor Depart- • merit concern itself with the employment conditions of seasonal agricultural workers generally. To the contrary, the Congress through its committees, has refused, on several occasions, to sanction such Labor now plans to place in effect.
The legislative history, and, indeed, the language of the statutes on which apparently the Secretary relies, make plain that the United States Employment Service was established as a service agency to bring workers and jobs together, under such conditions as might obtain in the labor markets.
