In the public discussion of what Congress did this year, there are complaints, as usual, about what it did not do. These fall, in general, into two classes; 1. Legislation the President requested, but with respect to which the Congress exercised its discretion and decided not to approve. 2 Legislation advanced in so-, called “liberal” circles for farreaching and costly new federal programs, or drastic expansion of existing ones.
