Continued from page one der taken by the Secretary of Labor or anyone else was recognized in the subsequent enactment of Title V of the Agricultural Act of 1949, and amendments, covering the temporary employment of Mexican agricultural workers with in the United States.
It should be kept in mind that at no time has the Congress directed 6r sanctioned, an extension of this limited supervisory authority to recruitment of employment of temporary agricultural labor imported from any other place, or of domestic seasonal labor.
It has been suggested that the Secretary of Labor desires to provide additional protection for domestic agricultural workers and provide opportunities for seasonal agricultural employment for some of the non-agricultural domestic unemployed. These proposed regu» Iations, however, would have the effect of participating a chaotic situation in many agricultural areas, where equitable and satisfactory arrangements have been developed over the years, wihout any attendant advantage to domestic t workers.
