For a sale to have been completed during that period, title must have been passed to the buver. the wool must have been delivered, and sales slips to determine the net sales proceeds must be available.
1'nder the wool program, payments are made to growers as an incentive to increase wool production. The payment rate is the percentage necessary to bring the national average price received by growers up to the incentive level of 63 cents a pound. Under this system, the grower who receives rhe highest price for his wool also receives the largest incentive payment.
