The United States agreed in 1948 to lower the duty on feed and certain other meat products. If we should now impose Import quotas on those items, such action, under the provisions of the General Agreement on Tariffs and Trade, could be considered as an impairment of the 1948 concession. In this situation, we could be obliged to reach a satisfactory adjustment with the contracting parties to whom the concession was made (Australia and New Zealand in this instance).
This adjustment coukl be in the form of U. S. tariff concessions on other products of value to them. If such compensation were not satisfactory, these contracting parties could then be authorized to lmposVfestrictlons on our exports. Under no circumstances, however, is there a monetary payment involved."
